El comité ambiental del Tolima en defensa del territorio una aproximación a la configuración territorial

Abstract

Interpretar la configuración del territorio desde la dimensión social, económica y política como elemento transversal a las realidades sociales, permite a Trabajo Social investigar/intervenir con integralidad desde una postura ético-política y así tener un acercamiento más sintonizado con las comunidades. En ese sentido, entender las dinámicas desarrollistas que quiere imponer el gobierno, específicamente en aprobar actividades extractivistas nocivas para las regiones y sus pobladores, quienes se ven enfrentados a cambios de tipo productivo y cultural, es indispensable en la coyuntura del sector minero energético que hoy en día afronta Latinoamérica, y es que se evidencia el tipo de desarrollo económico a costa de los recursos naturales; para la presente investigación, el departamento del Tolima, Colombia presenta uno de los mayores índices de licencias mineras activas y en proceso, con relación al promedio nacional y así mismo el alto índice de rechazo a esto por parte de sus habitantes de diferentes maneras, tanto legal y participativo (Consulta Popular) como cultural y formativo (Movilización social y Diplomados Ambientales), es así, cómo lo que se evidencia en la investigación es que se requiere ampliar la discusión frente a la organización comunitaria que impulsa, interpreta, significa y construye el espacio social que habita, a partir de la apropiación del territorio, del reconocimiento de la configuración económica territorial y la participación ciudadana que devela su configuración de territorio y a su vez acarrea una reflexión en torno a las transformaciones de las regiones y sus habitantes, la influencia del modelo extractivista, sumado al ciclo de las políticas sociales que deben evidenciar no solo las necesidades de proteger los territorios que se habitan, si no también que tengan en cuenta la sabiduría y potencialidades de los sujetos quienes se encuentran allí, y quienes aportan a un desarrollo en equilibrio con la naturaleza

Interpreting the configuration of the territory from the social, economic and political dimension as a cross-cutting element to social realities, allows Social Work to investigate / intervene with integrity from an ethical-political standpoint and thus have a more in tune approach with the communities. In this sense, understanding the developmental dynamics that the government wants to impose, specifically to approve harmful extractive activities for the regions and their inhabitants who are faced with changes of a productive and cultural nature, is indispensable in the current situation of the energy mining sector that today Latin America faces. That is the type of economic development which is at the expense of natural resources. In this case, the department of Tolima which has one of the highest active rates of mining licenses and is still ongoing, with relation to the national average and likewise the high rate of rejection of this because of its inhabitants in different ways, both legal and participative (Popular Consultation) as well as cultural and formative (Carnival March and Environmental Diplomas). This requires broadening the discussion in front of the organizational community that drives, interprets, signifies and constructs the social space that is inhabited, from the appropriation of the territory, the recognition of the territorial economic configuration and the citizen participation that unveils its territory configuration and at the same time brings about a reflection of the transformations of the regions and their inhabitants, the influence of the extractivist model, added to the social policy cycle should show not only the need to protect the territories that are inhabited, but also should take into account the wisdom and potential of the subjects who are there and who contribute to a developmental balance with nature
